A Story About an Apartment (Fire Hazard)

This is a story about a two-story apartment building that was near the housing complex where I lived as a child. There were two two-story apartment buildings standing side-by-side. I vaguely recall hearing that the apartments were built after demolishing a house that used to be there, but I'm not sure. I also seem to remember hearing that something happened at that house, but again, I'm not certain. Around the time I was about to start elementary school, a fire broke out in one of the apartments. Fortunately, it was said that only a few people were injured. Not long after, shortly after it was rebuilt, another fire occurred. After that, the apartment was never rebuilt and the site became a parking lot. More than a decade later, when I was leaving the area, I heard someone mention the apartment as part of a collection of nostalgic stories. Why wasn't it rebuilt after the second fire? Apparently, there was a victim in the second fire. The area where the apartment stood was a residential neighborhood. At night, multiple people reportedly witnessed a red, burning human figure writhing within the charred remains of the apartment. They say a fortune teller told them that it wasn't land meant for people to live on.
