4000 gacha pulls is a lot, wowð± It must be shocking not to get an SSR though ðð I'm praying you get one next time!

Regarding Ryuumiko, it's pretty common to pull over 100 times on limited banners and still not get her... Seriously, the gacha rates are so stingy ð SSR characters from friend points can also be exchanged at the general store, so aim for those too. If you increase your friends, you'll accumulate enough points to do about 10 pulls daily, so you just have to patiently hang in there...
