Ad that doubles tile numbers

Usually, when I create a tile just before the highest number, an ad pops up that ranks it up one level above. However, sometimes the ad doesn't appear, or even after watching the ad, it doesn't rank up. I basically collect 5 max tiles to upgrade 3 ranks at once, but when this happens after creating the tile with the second highest number, my plan gets pretty messed up 💦
