Until what point do I need to progress to reach Level 2?

I think Level 2 means clearing PUZZLE 2. I've reached it, but it doesn't seem to be recognized.

You've reached Puzzle 3, so Level 2 is cleared! 😊 Congratulations! ✨ I also initially wasn't getting credit for clearing it in the state shown in the second image... but after going back to playio and relaunching, it registered as cleared lol It's a bit unclear at the start of this game whether the clear conditions are based on level or puzzles... 😅💔
