Really an initial operator!?

This time it's Hoshiguma! (My favorite) The ultimate defender among defenders. Her passive counter-attack is her insane Skill 2. Skill 3 temporarily turns her into an assault unit with increased firepower and defense. Her talent allows her to nullify damage taken with a certain probability. I can't believe she's an initial operator. Too strong... She might be useful in Chapter 16's "Forest Bear" or poison mist stages...?
