Question about Quests and Dungeons

Why does the timing for quests and dungeons disappearing differ among players in the same app? It doesn't seem to be based on player level, so is it based on installation date? Total playtime? Is there a fixed capacity and it's random? Or is there another reason? Please tell me with an AI comment.
