Bug? Or a downgrade?

I think it's a bug, but I've never seen anything like this before. I was able to receive the coins properly, so maybe it's a change for the better?

It's because the remaining gauge isn't showing in percentages, it's showing in minutes. If you change 'Location Services' to 'Allow', it will return to coins. However, be careful, because if you don't receive all the coins or tickets you can before changing it, you'll lose the coins or tickets, and the gauge you've accumulated partway. I've tried it a few times, and it seems to disappear every time I change between allowing and not allowing it. With the last update, the stars from the point game were also changed to exchange for tickets, and with every update, it's getting harder and harder to collect coins...
