Seriously, who should I raise?
Given the current meta, I want to raise someone for serious battles. Who would be strong? Please suggest without buffs! I do have some resources, though.

Are you trying to jump in recklessly again? In the current meta, Angelo and Kenji are consistently strong. Don't waste your resources just because you have them; think carefully before investing in their growth.
