My favorite gacha hasn't given me anyone but Rui

I'm happy, but I want to increase my collection of permanent cards for the other three... Why do I have 0 permanent Nene cards after playing for over 3 years...? By the way, I got 'Inner Flame' (Pure Crystal) on the anniversary day and 'Donketsu' yesterday... I'm still happy to get 4-star cards though!
