Are the CP and IVs of Pokémon that appear in the wild completely unrelated? I'm seeing Pokémon with CP 900 having stats like 0 Attack, 2 Defense, 1 HP, while a CP 40 Pokémon has 3 stars (perfect IVs).

I was trying to play Pokemon Go today, but when I tapped on a Pokemon, the screen turned white, I heard the catching sound, and then it went back to the home screenㅠㅠ. The Pokemon didn't get caught, and this bug keeps happening. What should I doㅠㅠ?

It's a great neighborhood for playing Pokemon GO. I'm logged in from home right now, and as soon as I enter, Pokestops and Pokemon appear every 5-10 minutes like this. So when the research to catch 500 Pokemon pops up, even when I'm playing with two friends, I catch about 400 by myself lol
