Is this skill good?

It's good as a Ghost-type dealer. And since it's a legacy skill, I recommend not changing the skill unless absolutely necessary.

Consistently catch Pokémon, spin PokéStops, and collect items. Do daily Field Research and free raids, and place Pokémon in Gyms to earn PokéCoins. Only use Stardust on strong Pokémon with good IVs, and actively participate in events to get rare Pokémon and rewards. Mastering Curveball and Excellent throws will efficiently increase your catch rate and experience.
