It's resource-efficient if you divide them into Hero and Villain categories and only level those up, but resources aren't scarce even if you level them up randomly. I did it because of Hidden, but Hidden goes up to 40.

This is a bit simple, but collecting the parts is tough. The rest can be cleared with sweeps, and you level up even if you succeed in the objective.
