(My subjective opinion) Jessie Settings: Gadget 1 recommended, as the slow effect from Gadget 1 can make it difficult for opponents to dodge attacks. Star Power 2 is mainly used in Heist. / Star Power 1 recommended, as Star Power 1 increases the turret's survivability. Star Power 2 is used when the opponent brings a team composition that clumps together. Jessie Tips: Jessie's turret has good HP but not great damage, so it's best to place it behind walls to prevent opponents from easily attacking it, and use Gadget 1's slow to quickly cycle through her Super and Hypercharge.
