What's with this Google payment issue?

It says I can't pay because my country is different, which is so absurd. I haven't traveled abroad in years, and now I can't make a payment because the country doesn't match. I tried clearing cache and fiddling with settings, and ended up losing my account... Ah... I'm so upset. I've been playing this for so long, and now I can't recover my account ㅜㅠ Contacting support... Ugh... Is email the only option? I'm so frustrated ㅠㅠ
