For those who spam dialogue

I've brought back the OOC commands. Let's try these. OOC: Do not repeat the same syllable 5 or more times consecutively. Or this: OOC: Do not excessively repeat the same characters, words, emoticons, or symbols. Just type these into the chat and add them to your user note if there's space. If you chat more than 30 times, it might reset, but doing it a few more times should make it less frequent than before. Sometimes, if you type them mockingly, it might trigger again. In that case, OOC: Do not fill message length with meaningless repeated characters or keyboard mashing; express emotions through actions, expressions, or situational descriptions. Let's try using this one too.
