The all-out war and internal castles overlap. It might differ slightly by server, but usually, places where attacking a neutral city is not allowed are common. Attacking gathering spots is possible during the all-out war (kill event) in some places, while in others, you only get all-out war points from castle battles. I recommend asking your alliance R5 or R4 if your alliance is neutral and if attacking cities or gathering spots is allowed during the all-out war period. If it's a server where you're not neutral and can even attack cities, it's probably best to move alliances or leave when immigration opens.
