What kind of bug is this now?

Whenever I set Brock's skin to random, it keeps applying the level 2 skin with no attack effects. Even if I turn off all 34 Brock levels, it stays on this skin. I want to keep it on random, but the attack effects are always the default, so it just doesn't feel right(?).
