Outer Residential, Industrial, and Commercial Zones

Before I start, if you're going to use profanity in your nickname or comments, don't bother commenting. I'll report you.. Wasn't clearing the industrial zone supposed to be 1-3 clears? Do I have to clear the commercial zone too? Isn't clearing the commercial zone difficult for a free-to-play player? I've been focusing on farming rather than development, but now I'm in a situation where I have to clear the commercial zone immediately, which is a pain. I'll have to see if the next quest unlocks even if I clear the commercial zone quest later. If it doesn't unlock, is this game over for me..
