But... specialized high schools, in particular, accept students from all over the country, so there are no space constraints and they have an internship system. This allows students to go for internships at companies in the second semester of their third year... I wonder if that counts as work and if they can vote?

The 30-minute rule only applies to elementary school students. For middle and high school students, especially high schoolers, it can take 30 minutes or more just for the bus ride itself, not including waiting time. You might have considered reflecting this for high schoolers too...
