The mayor is a scammer... a murderer

I snuck into the mayor's office to collect evidence, and as I was about to leave, the mayor started threatening a village man... Selling 'God's Tears' that come from Buddha's body. And demanding living sacrifices.... He's already extorted so much money from the villagers. And he says there's more to squeeze out of them. I almost got caught... but the girl who ran away saved me again.. So, where should I go to gather more evidence now?
