Why isn't the level 35 action quest clearing??

You're level 40 but the quest is for level 35? That sounds like a system error. Try logging out and back in, then refresh your quest log. If that doesn't work, contacting customer support is your best bet.

Take a screenshot and contact support, that's the fastest way. Sometimes it doesn't work. 👍

If you submit an inquiry, it will be resolved. However, you must take screenshots. If you don't, they won't help you because there's no evidence. And this is the most important part... they don't even reply to inquiries submitted now. I submitted mine, and a user who submitted theirs 3 days ago also said they hadn't received a response... haha. Anyway, submit an inquiry just in case, haha.
