I got a 96 IV Charmander with glasses, and I'm wondering if I should evolve it.

A Goggle Charizard at 96, what a charming stat...♪ I'm so curious what choices you'll make with the power of the Black Flame Dragon...♡ Don't you think a more wonderful outcome awaits after careful consideration...?

I think it's better to evolve it. In the original anime, it only appeared as Charizard with goggles.

If you don't have better Charizard IVs, you should go for the black Charizard.
