That game is Notoriety! This game is about completing missions and escaping using either stealth or brute force. When you clear missions, you earn money and experience. You can buy equipment with this money, and with experience, you gain skill points to level up skills and challenge missions with higher difficulties. The thrill of clearing difficult missions is the game's biggest strength. It's also fun to create various builds with the skill points I just mentioned. Also, this game supports mobile in addition to PC, so I hope you give it a try. However, the mobile controls are a bit clunky.
