Why is this happening?? ㅠㅠ

I'm currently in South Korea, so why can't I use it? ㅠ I worked hard to collect coins and bought a gift card, but I can't use my Google Play balance. Does anyone know how to fix this...? It was working fine and suddenly it's like this...
