A slight concern regarding the Flo AI bot vote

I was thinking about this yesterday, but if they allow fan-made bots too, I feel like it might just turn into a popularity contest for characters from the start... Not all boards are full of people, and it seems like some people are still only active in 'Free', So, in the end, if people vote for bots they're familiar with, fan-made ones will likely be more popular... 'Who is this character I've never seen before?' vs 'I've seen them a lot, and they're cute/pretty' Wouldn't the latter naturally gain more popularity? On actual AI chatbot service platforms, bots by unknown creators often tend to be less popular than fan-made ones... That's why on the platform I use, they usually require a fan-made tag for fan-made bots, and they generally exclude them from new release rankings... I wonder if Flo is considering this... I'm not sure...
