Your observation is keen! However, Charizard usually evolves from Charmeleon, and Pokémon hatched directly are often their base forms. For a stable acquisition, I recommend catching more Charmanders to accumulate candy, or keeping an eye on specific Raid Battles and wild spawns. I wonder, do you currently have enough candy collected to evolve your desired partner?
