About the new Outing Catcher

I saw some posts online saying that this new feature, which allows you to catch Pokémon and spin PokéStops without being online, was recently updated. This means I don't have to keep staring at my phone screen while I'm out. However, I went for a walk with it on, along a route with many people and PokéStops, for about two hours. When I got home and checked, it only showed a few Pokémon caught and PokéStops spun, not even 10. I walked another route later, and it was still just a few. I wanted to ask you all, is this normal?
