The gems didn't decrease, you just earned them yourself.

Gems are getting harder to earn. Limited-time quests have also become super scarce. Guess I'll just hang out in the community and leave a comment. Back to work in a bit.

It doesn't seem like it's decreased, but rather that fewer people are using the community. In free mode alone, there are only about 700 people (it's been around 700 even before the community revamp). Many people accumulate game time to get gems, or look for new games to complete time-limited or hidden quests. I suspect many people still don't know about the creator program in the community.
