If no one has completed or the previous step is the same: - Highest phase - Fewest negative points So, if you're not aiming for 3 stars, it's okay to lose appropriately, otherwise the AI will keep prohibiting you (-ι_-) Knowing the order allows you to use some tricks to avoid being prohibited. Generally, the target of prohibition will be: 1. The one who has already completed, to slow down their progress. 2.
