Why is he so bad?
Why does Shallot start off as a Hero rarity but bump up to a Sparking rarity only after you beat the entire game? it's honestly annoying given how many chapters in the story mode there is, and he's gotta be maxed out, and he can only be maxed out through the story mode by completing missions or certain challenges as well...

it's mainly because he is the main character so they want to try and have him be a bit relevant

It has to do with the game being a popular franchise and the game being five years old. The story has basically been wrapped up now, but before most people were begging for more story and so many fell in love with it which is why it's so long, and the decision of having his forms being unlocked by completing certain chapters was loved by the community because of how great it felt to feel like he actually deserved the form rather than just being tossed the form to be stronger.

AuthorI also have Ultra Super Saiyan 4 Gogeta, he's just not maxed out. but I have Ultra Equipment for Omega Shenron and Super Saiyan Goku however.
