First, the objective of this game isn't necessarily to terraform planets; the official goal varies by faction. What's common among them is to accumulate a total of 20 Cultural Points to declare independence. Except in Expert Mode, it's generally better to use these points all at once after gathering 20. This is because the higher your independence level, the greater the chance of facilities being destroyed by attacks from terrorists called '(Planet Name)'s Sword' (this stops occurring at 100% independence). Cultural Points are gained through population growth (100, 250, 500, 1000, 2500...) and sometimes through random events that occur every 2.5 minutes while online. In the later stages, population requirements increase, so reaching independence by combining 12 points from 500,000 population and 8 points from random events is close to the shortest path.
