I don't have Meraba, but both Cosmo and Giga Pa are strong, so it's good to evolve one that can counter the attribute you're struggling with.

If it's true legend, I think GigaPa is still the best. If you're challenging something like Bunna-Glorios, I'd recommend Meraba. I'm just someone who hasn't reached the 4th stage yet, so please take this as a reference. My apologies.

Personally, if you're struggling with Cosmo or Bunnagrios, use Mera. If you're struggling with Ancient species, use Gigapa. I think Cosmo is easier to use.
