Who's the odd one out here?
With the Silver Week holiday timing, another typhoon hit eastern Japan, so it's not like I could enjoy my break! I wanted to call that out during my elegant coffee-sipping weather check time 😇 Speaking of which, when did it start being called Silver Week? I thought about it and realized it's because Respect for the Aged Day moved, creating a long weekend, and thus 'SW' was born to counter the spring 'GW' (Golden Week). I figured that out yesterday and then slept lol Answers and explanations are in the comments.

The only one that is not a "prefecture" (in the sense of being a special city/region). Gunma... The only one located entirely "inland." Shizuoka... The only one where the "prefectural capital" shares the same name as the prefecture. Ishikawa... The only one that cannot be definitively classified as "Eastern Japan."
