I'm a beginner! I want to ask you veterans, is it normal to get this many ☆3s in 40 pulls with the starting currency!? If my first pull looks this good, I can't even reroll. ...By the way, wouldn't it be better to reroll during the upcoming anniversary anyway?

This seems like a pretty good pull. DEF Canon, Anable, and School Overflow are quite strong when leveled up, so you're lucky. Rerolling should definitely be fine with the anniversary banners. Also, if you can pull Sion Beast, who is currently having a rerun, I think you should go for it.
