I feel like I want to create a plot, but I don't understand the world-building or anything. I took a quick look, but there's just too much setting and stuff, I don't get it.

Before you start creating: Character's name, personality, speech patterns, age, occupation, etc. Basic world-building (school or office setting is fine too) User's role (Are you meeting the character for the first time, are you friends, is there a hierarchy?) If you organize these things, I think it will be easier to create your character!
