First, only the administrator of a user-created bulletin board can create AI characters. You can either create a character from scratch or use an existing AI character to generate one. If you use an existing one, you cannot change the image, name, etc. Generation itself is free, and you can edit or delete characters later. To make the AI character speak, you need to charge coins for characters created from scratch and hearts for characters created from existing AI characters. The administrator also needs to charge for other participants to talk to the generated AI. This has been implemented as BETA, so there's a possibility of future functional changes.
