Since when?

I wanted the birthday Reiko card and did a 20-pull, and when it came out I was super excited, but there was no 'NEW' notification. Looking closer, it was a duplicate, and I was like '???'. Turns out it was last year's card. Since when was it added to the pickup banner? Give me this year's card!! I've collected all of Reiko's SSRs so far, so I really want this one…
