Instead of apologizing, maybe you should suggest going on a date? Or propose spending more time together. If even that gets rejected, they're not interested. If they accept, you can interpret it as them being interested. If you haven't given up yet, you should ask them out for anything. Try asking them out multiple times and check their reaction.
