If you receive a penalty, doesn't the amount you receive over time always become 1 gem? Does that also reduce the amount of gems you get from Time Quests?

I was observing the moon during my early morning walk... It's not appearing 🥲 Well, it probably did rise but I just can't see it 🤣 It was supposed to be a crescent moon, wonder when I'll see it again~ As a consolation, I took a picture of the starry sky. With the night mode processing, it doesn't even look like the night sky 😳 I only saw the brightest star with my own eyes, but the processed photo shows there were a few more around. Cameras are amazing 👍 I took the second picture just because it was fascinating how flat the clouds looked 🤣 I remember there was a period a few days ago when it wasn't visible either... I looked it up and it said it might be too low to see, or something about latitude... etc. 🤣 Monmon is smart, can you explain it to me? 🤔
