Is the roulette an event??
I'm a beginner and don't know what to do to get it. Are you talking about the tickets used for races?? Is there a place where I can spin the roulette with them? I just barely passed a thousand trophies, so maybe it's not unlocked yet... Any tips from seniors would be appreciated.

The tickets will be next to the race. Just give me something that boosts stats.

If you go to the bottom of the race on the far right at the bottom, there's a roulette wheel you can spin if you finish in 3rd place or better! I don't know when it opens, but give it a try!
