Did they mess with the rates? Why aren't they showing up even when I do gacha? Even with consecutive pulls, I only get off-rate banners (recently got swimsuit Fubuki from an off-rate pull). Aren't limited characters supposed to have a higher chance of appearing? Should I wait until the rerun? Or is it better for my mental health to just save up for the Fest banner?
