Back then, Rosa had a small roster of characters, so there weren't many brawlers to counter tanks with CC. Even if she were reverted now, she'd just get flamed. Compared to recent OP brawlers like R-T and Charlie, she's ridiculously weak. Wendy, on the other hand, is a ranged brawler causing chaos, and with her shield mechanic, her super doesn't charge, making her impossible to counter.
