If you're just playing solo without spending money, it's impossible. If you join a guild with many members, you'll receive a lot of support, and reaching level 20 is definitely possible. The guild shop sells 10 x 60-minute speed-ups and 5 x 8-hour speed-ups weekly, which are very useful. Regular 1/5-minute speed-up items can be obtained by gathering and defeating elite monsters, so keep that in mind. I felt like I would lose too much time if I continued, so I just hit level 20 and left.
