Looks like you need about this many coins to clear the hidden level 25 town quests~
Combining the costs for towns 1 through 25, you'll need to prepare around 1 billion coins. I want to run them every time, but I'm short on dice rolls. Are there any of you who haven't spent real money?

I've reached village level 90 without using coins and have about 5,000 dice. It seems important to grab the dice rewards from the weekly events. To clear everything, you need 30,000 dice, but if you clear it all, you get 25,000 in rewards, which ends up being a net loss. So, I think you need to decide how far you want to progress and allocate your dice accordingly to proceed without spending real money.

I'm just taking it easy, getting my free dice, and playing at my own pace. Still, the dice supply is better than Monopoly, so I can definitely clear the hidden objectives. I'm currently on level 49. There are parts where dice get scarce in between. Don't rush it too much.
