That doesn't usually drop unless it's a Treasure Festival. I got mine after clearing Stage 13.

Use Treasure Radar. You won't use it much later.

It's generally better to save your Treasure Radar, and if you use it during a Treasure Festival, you'll usually get the highest rarity quickly. You'll find yourself using Treasure Radars a lot later on, so it's good to save them.
