Should I just aim for the base copy of the characters releasing for the 4th anniversary, or should I pull until I get them to 3 stars? I'm debating because it's the anniversary and they seem to be meta characters~

If you have plenty of resources (Jewels, Summon Tickets, Gold) and often spend money, you could try to aim for a breakthrough, but if not, just get the base copy and save up for winter and the New Year.

Generally, just having the base version is fine. Of course, if you want to seriously compete, you'll need 3 constellations.
