You can't say that. Maybe they were doing something you didn't see; maybe they were having an off game; perhaps they were intentionally targeted; or maybe their game progression is just different; it's also possible they're a returning player using old strategies for the current game. But we'd need to see a video to know what's going on. I don't think it's appropriate to judge someone solely based on their match history stats. Even with a video, I still don't think it's suitable to publicly critique someone.

Dying over 10 times in this rank is normal, I often get 10-20 kills on my smurf even when I'm ahead. But honestly, I'm not sure if I can do much playing support on my smurf. Playing mid in this rank might be more comfortable for you. If you have better game sense, playing Caesar or jungle might help your teammates break through.
