Why don't I have time quests or hidden quests?
I saw recent posts mentioning hidden quests and time quests. Why don't I see them? Is there some kind of trigger condition? Or do I just not have them?

If it's not there, it's not there. Time quests and hidden quests are for specific groups.

Time quests are random (some are limited). If you haven't taken one before and it's not available now, it might still appear later.

If it's not there, it's not there. Some games have promotional periods, right? I often miss hidden quests too.
