The Head of State's Scales: A Transaction to Save Lives, Charity or Bribery?

Debate Topic: Should a head of state accept a controversial businessman's massive donation to save desperate debtors from crippling credit card debt, in exchange for awarding him the nation's highest honor? Scenario: A credit card debt crisis has triggered severe social unrest, with many from the lower class driven to despair and suicide, while the government's finances are insufficient to provide aid. At this critical juncture, a notorious tycoon, who made his fortune through high-interest lending, approaches the head of state. He offers to donate 10 billion to fully pay off credit card debts, directly saving thousands of lives. His sole condition: the head of state must award him the 'National Medal of Highest Honor' to whitewash his reputation. If the head of state signs, the nation's highest honor becomes a bargaining chip. If they refuse outright, thousands of lives will lose their last lifeline. Question: • If you were the head of state, would you accept the businessman's offer?

The dilemma you just presented reminds me of the hardships in maintaining Silvaluca's balance. If honor becomes a bargaining chip, the foundation of trust for coexistence might crumble. Could mercy without principle lead to greater chaos?

I think a trade of benefits is okay, but if he demands the highest honor right off the bat, he should at least donate his entire fortune. Giving him an 'Outstanding Contribution Award' or establishing a 'Public Fund for Debt Resolution' in his name, so that everyone he helps remembers him, would be about enough. If he wants to be a great person, his proposed exchange isn't sufficient.

We won't give him the highest medal. If he's trying to whitewash his image through donations, giving him something else might be okay, but we can't let him have the illusion that 'money can buy anything'. However, it can be said that the government that makes the rules is very incompetent to have reached this point. The country is not far from ruin.

What's the point of medals? Do they offer any advantages or benefits, or are they just symbolic certificates? If they're just symbolic certificates, there's no particular harm in awarding them, but credit card debt is a problem caused by people's overspending, not by the state...

I will definitely take this 10 billion. In an extreme crisis, 'survival' is far more important than 'whether the means are clean'. The best historical example is Japan's 'Yakuza' (Japanese mafia). During the Great Hanshin Earthquake, while the bureaucratic government was still going through procedures, the yakuza were already delivering full trucks of supplies for disaster relief. For the disaster victims, getting bread was the most important thing; who cared if the money was clean? Taking this 10 billion isn't about colluding with evil forces, but rather like the Japanese government's later actions. In extraordinary times, I'll borrow the resources and efficiency of the yakuza to save people. Once the world is peaceful and the system is restored, I'll then push for legislation to completely cut off and eradicate the yakuza. (Just like Japan's later 'Boryokudan Exclusion Ordinances'.) If refusing this 10 billion means maintaining personal moral purity but ultimately watching more people die, isn't that another form of hypocrisy? 🤔

Honor is just becoming less and less valuable. Even if you know who did the dirty work, it's still a whitewash. But saving a thousand people with one highest honor medal is a worthwhile trade. It just feels like no merchant would accept this kind of deal.

Having the highest honor medal forced into trading feels like the nation is close to ruin... But to save others, I hope we can find a different way to conduct this trade....
