Small Discovery (Updated)

There's a special card that makes a player skip/forbid action for one turn. The AI's priority for discarding this card is: If someone has already completed: 1. If there's only one person, target that person. 2. If there are multiple people, target the one with fewer remaining cards. If no one has completed, or if the previous steps are the same for multiple people: 3. Highest phase 4. Lowest negative score So, if you're not aiming for 3 stars, it might be worth losing intentionally sometimes.
